Pipat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, revealed after chairing a meeting with the State Enterprise Workers' Union of the Expressway Authority of Thailand (EXAT) that the discussion aimed to exchange constructive opinions to find the best solutions for developing the expressway network. In particular, the elevated Double Deck Expressway project is just one of more than 21 projects included in EXAT's traffic problem-solving plans for the expressway network, acknowledged by the Cabinet following the Transport Council's resolution on 5 Apr 2022, which EXAT must carry out.
He emphasized that any project considerations must focus on actual users benefiting, the state not being disadvantaged, organizational sustainability, and no excessive private sector exploitation. Should a project proceed, the government plans to reduce living costs for the public, including measures such as a 40 baht flat fare for electric trains and a 50 baht toll charge. However, any policy implementation will be conducted carefully, transparently, and without increasing the country's public debt.
Pipat also noted that if a toll reduction policy is implemented, he will prioritize the overall benefits and positive impacts on the public. EXAT must also consider that revenue will not just decline if such a policy is applied; with proper management, toll reductions can increase user volumes and balance interests among the government, private sector, and consumers. He has tasked relevant parties to further study proposals and documents from the union and to consult with the Permanent Secretary of the Ministry of Transport, EXAT, and other agencies. The findings will be reported to Prime Minister Anutin Charnvirakul for comprehensive consideration before action.
Manop Kuerat, Secretary-General of the State Enterprise Labour Confederation, said the meeting aimed to provide technical information and recommendations to the Ministry of Transport regarding the Double Deck project, particularly about its impact on expressway users, concession renewal, and care for residents along construction routes to ensure fairness and balance among all parties. The union appreciates the minister's openness to listen and is willing to work with the Ministry of Transport to carefully study various options to achieve the best results for expressway users and the public overall.
