
The Appeals Court upheld the ruling to extradite She Zhijiang as a fugitive to China to face charges regarding illegal casino operations within 90 days from the date the court's judgment becomes final.
On 10 Nov 2025 GMT+7, the Office of the Attorney General released a statement on the extradition request of She Zhijiang. The Appeals Court today confirmed the lower court's ruling to extradite She Zhijiang, also known as SHE Zhijiang, a Chinese and Cambodian national, to the People's Republic of China to face charges of unlawfully operating a casino, which is a criminal offense under Chinese law.
The suspect is accused of ordering the establishment and operation of online gambling websites, with 239 active sites and a cash flow exceeding 2.775 billion yuan (approximately 12.63 trillion Thai baht).
He is also implicated in developing a new city in the Asia-Pacific special economic zone of Suigoku (Shwe Kokko) in Myanmar, and allegedly opened and partnered in two casinos in that economic zone. The suspect and his associates reportedly lured Chinese gamblers to participate continuously through various websites in Myanmar, generating massive profits.
The extradition of She Zhijiang to Chinese authorities follows the 1993 extradition treaty between the Kingdom of Thailand and the People's Republic of China. This case has been highly prioritized and closely monitored by Chinese authorities.
She Zhijiang was subject to a temporary arrest request sent from Chinese authorities to Thailand in August 2022.
The Attorney General, as the central coordinator under the 2008 Extradition Act, approved assistance per China's request and assigned prosecutors at the Foreign Affairs Office to coordinate with the Department of Treaties and Legal Affairs, Ministry of Foreign Affairs, and the Royal Thai Police. The police successfully arrested She Zhijiang in the same month.
Subsequently, China requested extradition of She Zhijiang. In November 2022, the Attorney General authorized the Foreign Affairs Office prosecutors to file a petition with the Criminal Court to order She Zhijiang's extradition to China.
On 25 May 2023, the lower court ordered the detention of the suspect pending extradition to China. Later in October 2023, the suspect filed an appeal against the lower court's order.
In December 2023, the Foreign Affairs Office prosecutors submitted a counter-appeal within the court-approved extension, which was accepted for consideration by the court.
She Zhijiang argued on legal grounds that Sections 19 and 21 of the 2008 Extradition Act are unconstitutional under the Thai Constitution.
The Appeals Court referred this constitutional question to the Constitutional Court under Section 212 of the Thai Constitution. Subsequently, on 22 Oct 2025, the Constitutional Court unanimously ruled that Sections 19 and 21 of the 2008 Extradition Act do not conflict with the Constitution.
Today, 10 Nov 2025, the Appeals Court upheld the lower court's ruling, ordering the extradition of She Zhijiang to China within 90 days from the final judgment date.
With the case now final, the extradition process highlights effective cooperation in combating transnational crime among prosecutors, police, the Department of Treaties and Legal Affairs of the Ministry of Foreign Affairs, the Chinese Embassy in Thailand, and the Department of Corrections, all key contributors to returning offenders residing in Thailand to face trial in China.
On this occasion, the Office of the Attorney General extends gratitude to the Ministry of Foreign Affairs, Royal Thai Police, Department of Corrections, and the Embassy of the People's Republic of China in Thailand.
Reporters note that She Zhijiang is a Chinese national with Cambodian citizenship, one of the investors in Dara Sakor, a location for call center gangs in the southernmost part of Koh Kong Province, approximately 170 kilometers from the Thai border in Trat Province. He is also a developer of Shwe Kokko city in Myawaddy, Myanmar, and is accused of operating gambling websites and casinos in Myanmar with over 330,000 gamblers, causing damages exceeding 150 million yuan (over 700 million baht).
